SMOKY HILL HOMEWONERS ANNUAL MEETINGOct. 14, 2008, 2008

METRO DISTRICT (PARKS & RECREATION) Steve Pulford, l 303-693-3414  . Dave Lewsader the Chairman spoke for Steve- he said edging is being done, and all big park signs are being redone, sprinklers are being blown out.

  HOMEOWNERS FORUM  an owner who has commercial vehicles parked on their property came to talk to the Board- they are in the process of trying to buy a commercial building.  The Board gave them until Dec. 1 to find a place to move their trucks. Another owner came about their pop-up camper – they were asked to return next month when the file can be reviewed by the Board. A property manager who came last month returned and the Board decided to waive all legal fees on this property.

A lady that manages a property in Smoky Hill came to request that all mail should go to the tenant in the property – not the owner – they have had some Architectural notices – C.J. tabled the discussion until next month so he could look into the situation.

 

New Business- Andrea Ochat submitted her resignation from the Board by e-mail. She will continue with the Community Events Committee until someone else takes it over. There is now 1 open Board position.

Financial Report- Don LaBrot- said 24 properties are in legal, 28 have liens placed on the properties, 18 properties are in forclosure

Architectural Control – Jerry Marshall—was absent.

Caryn Winkler, John Vogt and Dave Bednarz will meet Oct. 25th to review the companies that submit bids for the Property Management contract and will select 3 to interview.

Rodger Robertson told the Board about the companies he has researched for a  Blast E-mail, they decided to use Constant Contact.

The Board voted to buy 3 more Covenant Community signs.

Board meetings will start at 6:00 P.M. starting Nov. 11, with Homeowners Forum at 7 P.M.

Legal Issues- were discussed in executive session.

It is also available in libraries. * A table top exercise on snow emergencies was held with several state & local  agencies participating. * The Department is planning for high visibility in the neighborhoods on Halloween. The Denver DUI Task Force participated. * Cop Logic is a citizen based reporting systemto report crime via the web. A focus group was enlisted to determine content. A contract is being drafted. * Officer McKnight will be doing a “polar plunge” to raise funds for the Special Olympics fund. Go to www.firstgiving.com/Brian McKnight1

Director Libraries are providing locations for flu shots. Everyoneis encouraged to get their shots.See Dewey for dates. * November is authors and writers month with Inside the Book: Where Readers and Writers Meet.  Budget hearing on Tuesday, November 18, 7:00 P.M. at Koelbel Library. * Glendale Library is moving in February to the Four Square Mile Area.

Cunningham Fire District – Chief Jerry Rhodes .  www.cfpd.org  Cunningham has a new quint (fire truck with aerieal ladder) going into service at Buckley & Smoky Hill. Cunningham Fire Department is moving to join Littleton Dispatch.

Arapahoe Park & Rec. District  Rebecca Nash. www.arpd.org  . 

Cherry Creek Schools  www.cherrycreekschools.org  Wendy Bell   wdebell@cherrycreekschools.org  Assistant  Superintendent Mary Chesley has been selected as the Superintendent for Cherry Creek Schools. * Four Cherry Creek schools were selected as top schools on the Denver area by 5280 magazine. * It is the llth consecutive year for the district to receive the Meritorious Schools award.

City of Centennial. www.centennialcolorado.com .  Sherry Patten, Director of Communication The City is moving into its new building on November 20 and expect to be completed by November. * The Southglenn Sub Area Plan is under development with numerous groups involved. * There are 9 applications for the Open Space Board.  Board members will be announced on Nov. 3. * The Mayor & the City Manager went before Standard & Poor and Moody’s for a review for a bond rating. * Sales tax workshops are scheduled at the City  will begin collecting City sales tax on Jan. 1. Businesses located in Centennial will be required to obtain a Business and/or Sales Tax License for $25.00 every two years. Businesses located outside of Centennial but selling taxable products in the City will only need the sales tax license ($25.00/ 2 yr.) . The one number 303-325-8000 will ne the phone number to call 24/7. It will handle all City calls except police.

South Suburban Park & Rec www.ssprd.org Jean Flynn Ray, Community Relations Free ice skating lessons are available.  South Suburban : Nov. 22 & 29, 1:30 P.M.  Family Sports Center; every Saturday in November at 2:30 P.M.. On Nov, 22, both arenas will sponsor a hockey puck shoot to win a turkey.  * Nov, 17-18 S. Suburban Pottery Guild will have a sale from 8 A.M. – 8 P.M. at Goodsen Center. * Dec. 6: free arts and crafts festival with over 70 juried booths, 9:30 A.M. to 4 P.M. * Fitness: 10% off any pass Nov, 27-Dec. 31.  A 30-punch card is good for 3 visits/week and has other incentives. It reduces daily admission to $3.42 for an adult resident. Lower prices for youth & seniors. * The District is working on the budget.

 

Arapahoe County   Commissioner Jim Dyer Court House building for judges’ chambers , courts, etc. is moving forward with the use of existing financial resources. * Thje setbacks for Car Max on Arapahoe Road is moving toward a decision item by late December/early January.

Animal Control Service – Joe Stafford, Field Services Manager

Overview:  The Humane Society of the Pikes Peak Region was awarded the bid for contract animal service.  The organization has been around since 1949 in El Paso  County and has served Pueblo and Douglas County as well. It handles about 28,000 animals annually.  Currently  there are 4 full time animal welfare officers (one vacancy) plus tow administrative/managerial staff for Centennial.  They are ‘on call’ at night through the Sheriff’s Department.

Animal Services Program: Encourage responsible animal care thru licensing, protecting the public from animals & protecting animals from mistreatment.  Responsible pet ownership is licensing and permanent identification of pets, encourage spay or neuter when appropriate, ensure that appropriate care is provided for animals, that pets do not provide threat to the community.  Partnership of city and community is necessary as well as humane organizations and veterinarians.

Public Education Program: Educating someone on how to properly care for your animal, spay, neuter, vaccination, etc. Explain why it is not  good to let the dog run loose and other unacceptable behaviors.

Continuous Improvement Program: Solicit public input as each of the Districts has several problems.  Emergencies will take priority e.g. barking dog or vicious animal at large. Fewer than 10% of animals in the City are licensed.  It is much easier to return a licensed dog to an owner if it is licensed.  Dogs that are picked up are transported to Aurora for kenneling.  Costs are charged to the owner.  Job evaluation for Animals Services is based on items such as impounded animals, euthanasia rate, return to owner rate,.financial performance, and feedback from citizens.  He asked the group to spread the word about licensing of animals in the City.  Fees ar $12 for an altered (spayed) animal, $24 for non-altered animal.  Senior citizens get one free license per year.  Animal Services carries universal scanners to identify animals with a chip.

 

 

CenCON Business – Cathy Noon, President . announced that she had received the request for new addresses from the county. * Getting There a transit guide for seniors, was available.  It was updated by DRCOG. * Community Association Institute’s annual meeting was Nov. 8. * City of Centennial is discussing the possibility of having a Senior Commission.* Code Enforcement has asked to come to Nov. CenCON meeting. No meeting in December. * Don Doerr moved to approve a $750 gift to the Library District as a thank you for the use of the building.  Ron Podboy seconded the motion. Motion carried.

 

Senior Services in Arapahoe County  Linda Haley, Senior Resources Manager The senior population in Arapahoe County is about 76,000 & growing.  Centennial has 15,000-18,000 seniors.  County statistics: 34%=75 yr. +: 60%=60-74 years; 5% live below the federal poverty level ($866/month).  * DRCOG has done a survey of strengths/weaknesses of the senior population.  Indicators of a healthy senior population: good mental health, self-efficacy, valued by community, connection to spirituality, good physical activity, managing daily living activities, support from family, neighbors, etc. hobbies. * Seniors want to choose where they live (not in a restrictive setting).  Concerns:  income sufficiency, services available, cost of health care, cost of food.  41% of seniors in DRCOG survey said they had experienced one serious health issue in the last year. * Arapahoe County does not have many residential senior centers or places where seniors congregate. Distribution of senior resource materials would be helpful.  Arapahoe County General Fund supports additional services e.g. Homemaker Program & Chore Services which are available to seniors living near the federal poverty level. * Services Available include:  Chore Services – heavy house cleaning, clean out services; First Ride – available this year to 60 years and older;  Adopt-A-Senior program for shoveling.  Will be adding grocery shopping & pick up of medications.  Volunteers will go through background screenings. * Involved with Aurora and Sheridan for commodities pickup sites for seniors who are income qualified.  CBDG funding assists several agencies that also serve Centennial.  Information to be placed in libraries. * Meals on Wheels program is not always means tested for clients.  In Littleton, there is a sliding scale. * Information on Arapahoe County website.  Arapahoe County Council on Aging- every county has an Aging Council – and is looking for members (accoa.info).

This is a free telephone counseling service that connects people who want to quit smoking with trained counselors who can guide and support them through the quitting process.
