The regular meeting started at 6:30 – then the Annual Meeting & Elections began at 7 P.M.

Metro District (Parks & Recreation) Steve Pulford-  has been trying to get the dandelions under control. The mag-chloride the County uses in the winter has caused damage to the grass along the busy streets. The pool got a new pump and some electrical work was needed .  Cunningham did a fire inspection for $60.00 they wanted the chlorine tablets moved and signs put up for flamable items  The kiddie pool needs a new heater which would cost $3,000, but Steve has a friend who will do it for around $1,000. When asked about the trees on Smoky Hill Rd- he said they have been checked and are all still alive.

Centennial Property Services- Don LaBrot  Don went over the financial status of the Board Budget  14 people are in legal at a cost of $60,000, there are 5 outstanding liens at a cost of $2700, 29 houses in forclosure owing $7,321 and 134 others who owe back dues, etc at a cost of $14,000. $9,000 was collected in May on the legal fees. They have noticed more homeowners reporting violations to CPS recently.

 

Architectural Review – Shelli Allen who is doing the paperwork for the committee said they had 19 approvals in the last month.

New Business

 

C.J. Whelan  - had 1 volunteer to help him on covenant changes.

A business called to ask about advertising in the HOA Newsletter, the board voted not to allow ads.

They had approximately 200 people use the dumpsters on dumpster day. For the Neighborhood Hero project they only had l person volunteer..

April 26, 2010 from the March meeting

Arapahoe County Sheriff – Chief Bruce Williamson, Public Safety Bureau www.arapahoesheriff.org

March 26, The Arapahoe County Sheriff ran compliance checks for retail liquor establishments in the city and in the county (done every year).  The State supplies grant money to the department to help enforce underage drinking laws.  There were two establishments in  their jurisdiction which were caught serving to underage minors, one in Centennial and the other in unincorporated Arapahoe County.  Chief Williamson detailed several stories on the use of underage cadets (over 18 under 21) and how they help in this regard.

Chief Williamson talked about the recent bank robberies and the arrest of the ‘limping latex’ bandit.

The Chief detailed several recent incidents of lightning storms and the damage done by the lightning to houses. The strike blew out all the drywall from the ceiling on one house due to overpressurization.  No injuries, but an interesting story.

 Recently, the department was conducting a search for a mischief maker with a tracker dog.  While following the trail left by the mischief maker, the dog alerted on an open basement window.  Believing the perpetrator to be inside, the Sheriff knocked on the door and explained to the resident what they thought had happened.  The resident gave permission to search the house.  Another resident of the house indicated to the officers that he was a medical marijuana provider and that he had 25 plants growing in the basement.  The Sheriff searched the house and determined that the perpetrator they were looking for was not in the house.  Chief Williamson discussed the issues as it relates to happening upon a ‘find’ of that nature in today’s Amendment 20 environment.  Part of the concern is that, in that environment, any plants seized will have to be kept alive until all of the upcoming  legislation is ‘hammered’ out.  The department is not in the business of growing and /or keeping plants alive.

The Chief talked about a recent burglary where greater than $230,000 was burglarized from a residence.

A question was asked about the recent statewide ‘click-it or ticket” campaign wherein Arapahoe County discovered a number of stolen cars during the event.  Chief Williamson said that it’s not uncommon for that to happen while the campaign is in effect.

Chief Williamson talked about the 4 license plate readers that some of the county Sheriff cars have.  The LPR is a 360 degree camera attached to a patrol car that takes pictures of the license plates of the cars it passes and runs the plate through the database(s) to determine if the car is stolen etc.

A question was asked about a body which was recently found in a car in the area of Heritage Place neighborhood.  The Chief indicated that had been a suicide.  Another question was asked about the young man killed in the Willow Creek area.  Chief Williamson said that case had been filed and that they were waiting for the DA to take action.

A question was asked regarding the previous information with respect to the lightning hitting a house.  “Does that indicate that we should not hang out in the upstairs of your house during a lightning storm.”  Chief Williamson deferred to Fire Chief Qualmann, who answered that sometimes lightning does really strange things and in the end there is no absolute safe place to be.  Some places tend to be safer than others.

Nancy attended this CenCON meeting to talk about the upcoming Arapahoe County elections and voter registration.  She was assisted by Mary Whitney.

Nancy’s presentation lasted  approximately 35 minutes and covered a variety of topics such as: demographics of past elections.  Federal offices up for election in 2010.  State offices up for election in 2010, County offices up for election in 2010 an introduction to the new Arapahoe County election website, and some other Arapahoe County Election information.  Arapahoevote.org

House fire due to a lightning strike was reported in Smoky Hill.  This was good, heads up reporting by observant neighbors.

2 new Board members in May Richard Wells and nancy Kronk- there was no competition and so they were awarded those positions.

Family Wellness Summit was a big success with 1500+ attendees.  Cunningham, South Metro Fire Rescue Authority and Aurora fire department all participated.

Question about the article which Jean wrote regarding illegal dumping into the open space.  She clarified that putting your clippings, etc. over your fence and into the open spacees is illegal.  The article also detailed some of the problems with enforcement.  For example, one homeowner builtan entire patio in the drainage way… which was completely illegal.  Other items hhave been tree planted in the drainageways, etc..

There will be two hearings in late April and May to pass or not pass the Land Development Code, which will not be effective until the zoning map is updated (at least not till the end of this year by her estimation). President Gerry Cummins reminded the body that the Land Development Code rewrite has been underway since December of 2008.

CenCON Business

A reading of those HOA’s who have paid dues already was made.

Number of members who have paid dues was adjusted to 18.

C.J. Whelan 2nd Vice President- no plans to report.  C.J. commented on the projections for the city in the next few years if revenue cutting amendments, which will be put to the voters, were to pass.  He stated that the city would cease to function with cuts of that magnitude.

President’s report Gerry Cummins –The July meeting is typically a field trip.  Gerry discussed upcoming field trip possibilities with Wayne Reed (Director, City Planning and Development).  He indicated that the city does offer ‘site tours’. Discussion ensued about venues/site tour possibilities for the July 26th meeting.

A joking suggestion was made that we could tour Medical Marijuana dispensaries, at which point the discussion turned towards the issues facing the City with regard to the future of the management of Medical Marijuana Dispensaries in the state and the city.

Gerry talked about an upcoming issue regarding Video Keno authorization in Colorado, which would have to be presented as a ballot issue.  As written, the proposal would place the video keno in bars and racetracks around the state.  If you wish to be more involved in this issue ( if the resolution makes it out of the Senate State Affairs Committee. Stacy Johnson is promoting a summer market at the Streets of Southglenn on the 2nd & 3rd Sunday every month June, July, and August and wants to put up notices in newslettersand will pay for advertising.

HB1278 would have established an Ombudsman for HOA’s. The language “Ombudsman” has been changed to Director of Information’ attached to the Division of Real Estate.  This bill will tack on a fee to all HOA’s when they register annually to the Secretary of State.  The bill is currently headed for the Senate Appropriations committee where there will be an amendment introduced to cap the fee that HOA’s would pay when they file.  Discussion ensued about the ramifications of the proposed bill.

Homeowner survey is in the process of being updated and will be getting sent out shortly.  CenCON would appreciate response from your HOA/group.

Rebuilding Together program www.rebuildingdenver.org Angie Zuccarelli, Program Director. Rebuilding Together  a national program, is a non-profit organization found in 48 states.  It provides home rehabilitation and repair for low income seniors and disabled homeowners who are age & income eligible.  It targets the goal of warm, safe and dry homes that are easily accessible and allows people to remain in their homes.  On Rebuilding Day in April, a team of volunteers will be brought into selected homes to do repair and rehabilitation at no cost to the homeowner. CDBG (Community Development Block Grants) funding from Centennial helps to fund the program for local citizens. CenCON members were asked to help locate individuals who may need this service. A handyman service is also available for smaller projects e.g. furnace replacement, ramps. *  E ligibility criteria: over 55 years of age, own and occupy their home with no plans to sell for a year, household income guidelines are based on family size. Code Enforcement   Susie Ellis, Centennial Code Enforcement   Code Enforcement works to enhance the quality of life in the City helping maintain healthy neighborhoods.  Once a complaint is received, a code enforcement officier inspects the property & leaves a “Friendly Reminder’ . The property owner is given 7 days to take care of a violation before re-inspection.  If the violation has not been remedied, other action is taken.  About 89% compliance is the current result. Code enforcement deals with weeds, inoperable vehicles on private property and on the street, outside storage, trailers, boats & recreational vehicles, fences, dumpsters, etc. Voluntary compliance has been successful and is less costly than resolving issues in the courts. * City Codes are not covenants (private contracts between homeowners and the HOA ). City’s goal is to seek voluntary compliance rather than a punitive approach.  The code enforcement monthly report for October is available. * Ms. Ellis explained the process involved regarding sign removal from the right of way.

 

 

Senior Services in Arapahoe County  Linda Haley, Senior Resources Manager The senior population in Arapahoe County is about 76,000 & growing.  Centennial has 15,000-18,000 seniors.  County statistics: 34%=75 yr. +: 60%=60-74 years; 5% live below the federal poverty level ($866/month).  * DRCOG has done a survey of strengths/weaknesses of the senior population.  Indicators of a healthy senior population: good mental health, self-efficacy, valued by community, connection to spirituality, good physical activity, managing daily living activities, support from family, neighbors, etc. hobbies. * Seniors want to choose where they live (not in a restrictive setting).  Concerns:  income sufficiency, services available, cost of health care, cost of food.  41% of seniors in DRCOG survey said they had experienced one serious health issue in the last year. * Arapahoe County does not have many residential senior centers or places where seniors congregate. Distribution of senior resource materials would be helpful.  Arapahoe County General Fund supports additional services e.g. Homemaker Program & Chore Services which are available to seniors living near the federal poverty level. * Services Available include:  Chore Services – heavy house cleaning, clean out services; First Ride – available this year to 60 years and older;  Adopt-A-Senior program for shoveling.  Will be adding grocery shopping & pick up of medications.  Volunteers will go through background screenings. * Involved with Aurora and Sheridan for commodities pickup sites for seniors who are income qualified.  CBDG funding assists several agencies that also serve Centennial.  Information to be placed in libraries. * Meals on Wheels program is not always means tested for clients.  In Littleton, there is a sliding scale. * Information on Arapahoe County website.  Arapahoe County Council on Aging- every county has an Aging Council – and is looking for members (accoa.info).
